This is the Original Report Chit that is signed 14 FEB 2007

This Report Chit was presented to me by the legal officer on 14 FEB 2007.  I signed it and said that I would request court martial. 

The event in question:
No one is working in the division at 0740 in the morning right before Divisional quarters.  I am being harassed while everyone else is just standing around relaxing and waiting for quarters or whatever.  This happens to me a lot.  I will be working while everyone else is out smoking or playing games on the computers but it is I who always gets harassed.

Redone Report Chit - Exact Times ironically disappear. 

[ This Report chit was written after 14 March 2007 because I had just signed the original Report Chit on 14 March 2007.  There is nothing wrong with rewriting a report chit.

It is wrong to act like the ORIGINAL REPORT chit NEVER existed.

Both Report Chits are Dated: "Date of Report: 09 FEB 2007 [upper Right Corner of reports].  This is a blatant lie.

I have NOT made any false allegations of any type.
     I have said Department of Defense Requires Command Instruction regarding Removable Writable Media.

     CTTCS [OPS-DEPT-LCPO] did tell me I was making a big deal about nothing.

     ITCM did tell me that "It will always be something with me" regarding the Writable Media

NAVIOCOM Diego, a NETWARCOM - NNWC command, Counseling Chit

As a result of you in a meeting with his LPO, LCPO, Dept. LCPO, and Master Chief.  You showed blatant disrespect again by threatening to go over their heads and then storming out of the office while Master Chief was talking to him, threatening say you would talk to the Operations Officer and that you would talk to the Operations Officer and that you would notify the entire Chain up through NETWARCOM - NNWC.

I have Done nothing but try to respect security but have gotten nothing but resistance.

The Command: NAVIOCOM, San Diego, a NETWARCOM - NNWC command is out of regulations because NAVIOCOM, San Diego does NOT have any Command Instructions on Removable Writable Media.

     All the BELOW counsellings were the FIRST TIME I have ever been written up for anything since checking into the command in SEPT. 2005

     All 4 counsellings were all presented to me on 26 OCT, all signed by my Division Chief.


     I was written up 4 times in ONE day on the evening of 26 OCT 2006, right before I talked to the C.O., Navy Information Operations Command, San Diego, a NETWARCOM - NNWC command.  One of the counsellings was for a SIPRnet E-mail I sent on Sunday, 10 SEPT 2006 regarding Real World Threats to U.S. GOVT. Computer Systems and Networks.  I spent over 8 hours on Sunday, 10 SEPT 2006.  (I did NOT have to be in the office on Sunday, 10 SEPT 2006).
     I was NOT written up for the 10 SEPT 2006 SIPRnet email until the 26 OCT 2006.

     The Date of the 4 Counsellings were dated as fallows 26 OCT 2006, 25 OCT 2006, 25 OCT 2006, 11 SEPT 2006.  All signed by my Division Chief on 26 OCT. 2006.

I went to legal on Base to Report a Security Breach NAVIOCOM, San Diego a NETWARCOM - NNWC command is out of regulations by NOT having an instruction in regards to Downloading to [Writable] magnetic media and putting it on the SIPRnet.
Basic SCI Systems User Course (ONI-SSONAVY) - Never download anything from the internet to your workstation."

On 23 OCT. [CTR2(SW)] asked to talk to his LPO, and ALPO.  We went into a private room and talked about removable [Writable] Media.  [CTR2(SW)] became angry and ......

.....he said he was going to put a slide about Magnetic [Writable] Media Security in it.  He was told he could NOT do that and was reminded he was told he could NOT do that previously, ....

NIOC San Diego, a NETWARCOM - NNWC command, Counselling Chit

On 25 OCT., [CTR2(SW)] was in a divisional meeting when he verbally threatened the division as well as the Command by saying he would to NCIS.  When he was told his threat was baseless, he disrespectfully stormed out in the middle of the LCPO (Div. Chief) was talking to him.  He then continued to threaten and disrespect the OPS-LCPO [DEPT. LCPO] and Master Cheif [ITCM]  ...

NIOC San Diego, a NETWARCOM - NNWC command Counselling Chit

On 11 Sept [CTR2(SW)] sent an email on both the SIPRnet to people outside his chain of command.  this was the second time he has improperly sent out emails to all hands.  He was informed before NOT to do it that there are proper channels to send out all hands emails, if his chain of command deems it necessary.
